The publisher of The Journal of Development Communication
invited Professor Royal Colle and Ph.D. candidate Raul Roman
to edit an issue of the Journal devoted to the telecenter
movement that evolved in the latter years of the 1990s. Drawing
on travel and contacts acquired in producing The Telecenter
Handbook, they assembled a group of contributors who brought
a wide range of experience and scholarship to the pages of
the Journal. Through a special arrangement with the publisher,
the articles appear here for the first time on any web site.
